SIM lock:

A simlock, network-lock, CARRIER-LOCK, IMEI-Lock or (master) SUBSIDY lock serves as a technical restriction built into CDMA and GSM cellular phones by producers for use by service providers to limit the usage of these phones to specific locations and/or networks. This is unlike a mobile phone (retrospectively called SIM-free or unlocked) that doesn't impose any SIM limitations.

Unlocking Technology:

Usually, a locked mobile will show a message if a restricted SIM is used, asking for the unlock code. On the latest phone models operating on Android software, the phone is going to display a message saying “SIM network unlock PIN” or “Enter Network Lock Control Key” if it's network locked. Windows phones will show the message, “This SIM card can only be used on specific networks. Contact your customer service center for the unlock code”. Alternative models may display a variety of messages that include "Enter special code" or "Enter unlocking code," or in some cases the device will probably show a message saying that it is locked. The minute a valid code is entered, the device will display "Network unlocked” or “Network unlock successful”.

Economics:

Mobile providers have economic incentives both to strengthen SIM lock protection (which placates service companies and will allow exclusivity discounts) and then to weaken it (extending a mobile's allure to buyers who typically are not interested in the provider that offers it). Furthermore, making it too difficult to unlock a handset could possibly make it considerably less desirable to network service providers who've a legal liability to supply unlock codes for certain devices or in certain countries.

Unlocking Services:

A number of organizations offer a remote unlocking service . This service requires individuals who want to unlock a device to provide their IMEI number to a service supplier and frequently they will also need the country and cellular network the mobile phone handset is locked to, often sent through email or submitted on their web-site. The supplier will then supply (for a fee) an unlock code for the mobile.
